After you submit, IRCC sends a biometric instruction letter. You book an appointment at a collection point and give fingerprints and a photo. A permanent residence application needs fresh biometrics, even if you gave them recently for a visa or permit.

Why it's required: Processing doesn't begin until biometrics are on file.
